Contract No. and Title: IC-03 Social and Gender Specialist /national consultant/ (8 person-months /intermittent basis/)
- Objective and Purpose of the Assignment
The project is designed to mainstream gender effectively. A social and gender action plan (SGAP) has been developed to ensure social inclusion and gender mainstreaming in all the outputs of the project. The SGAP includes actions and targets related to (i) gender-sensitive and inclusive features in school and kindergarten designs; (ii) gender-sensitive criteria and standards for TLM; (iii) women’s participation in training for school and kindergarten managers and teachers; and (iv) collection of sex-disaggregated data for planning, monitoring, and evaluation, including in the Geographic Information System (GIS)-based real time information system. The actions and indicators specified in the SGAP will be monitored in the project performance management system and reported in quarterly and annual reports and will be reviewed during ADB review missions.
Scope of Work
The national consultant will ensure the proper planning, preparation, implementation, and monitoring and evaluation of the activities from social and gender perspective and ensure implementation of all activities in the project SGAP. A national consultant with knowledge of local context and language is deemed more suitable on an intermittent basis for a total engagement period of 8 person months during the Project implementation. He/she will report to the Project Directors through the Project Coordinator. The consultant will be engaged on an intermittent basis from Feb 2022 to June 2024.
Detailed tasks and expected outputs
The consultant will perform the following tasks:
(i)Ensure implementation of the project SGAP, and monitoring and evaluation of the achievement of the gender and social targets/indicators for the outputs and outcome specified in the project Design Monitoring Framework (DMF);
(ii)Support the PIU staff and consultants in implementing the project activities such as civil works, curriculum and assessment, school-based management, teacher appraisal, teaching and learning materials, teachers’ and managers’ knowledge, and GIS based real-time information system to ensure effective gender mainstreaming;
(iii)Conduct the capacity building training on gender awareness, social inclusiveness, and the project SGAP to the project implementing agencies, beneficiary institutions, PIU and other relevant stakeholders as required;
(iv)Review and analyze the gender checklists prepared for the project outputs, update them as necessary, and support the project staff in applying them in the project activities;
(v)Provide professional and technical inputs to the capacity building activities conducted under the project;
(vi)Prepare knowledge products on gender and social issues in education sector based on the project activities;
(vii)Periodically review and assess the SGAP implementation, identify the issues and challenges encountered in implementing the gender related activities, and address them;
(viii)Prepare quarterly, semi-annual and annual reports on the SGAP implementation and the SGAP implementation matrix;
(ix)Be responsible for reporting and filling the required information and data in the ADB’s Gender Monitoring System (GMS);
(x)Collect statistical data and information required for reporting and assessment of the SGAP, and conduct the qualitative and quantitative studies when required;
(xi)Support the PIU in monitoring and updating the Project Performance Management System;
(xii)Provide support to the MES and ADB’s project implementation review missions; and
(xiii)Undertake other tasks required to fully implement the project SGAP.
Required Qualifications, Skills and Expertise
The applicant must possess and demonstrate the following qualifications:
General qualifications
- Bachelor’s degree, preferably master’s in gender or development studies, human rights, social work or a relevant discipline;
- Minimum of 5 years’ general experiences;
- Minimum of 2 year specific experiences in gender;
- Sound knowledge on gender mainstreaming in education sector;
- In-depth knowledge of the Mongolian education system, and solid understanding of relevant government policies in general education would be an advantage.
Project related experiences
- Proven expertise in designing and reviewing social, gender monitoring and evaluation systems for construction projects would be preferred;
- Experiences in evaluation techniques, such as designing and conducting field-based monitoring, organizing focus group discussions, and semi-structured interviews;
- Strong ability to conduct both quantitative and qualitative analyses;
- Be familiar with the requirements of ADB’s social dimensions policies (gender, poverty, labor, and indigenous peoples), and practical experiences in applying these policies will be an advantage;
- Work experience at International Financial Institutions (IFIs) funded projects in education sector, specifically at ADB projects will be an advantage (references are required).
Regional experience and other
- Good communication skills, including strong English technical (written and oral) reporting ability;
- Computer skills.
