Scope of Work
The consultant will support the Ministry of Education and Science (MES) in piloting the Teacher Performance Appraisal (TPA) criteria and regulation at schools, developing and delivering continuous professional development programs (CPD) for school leaders on introducing and implementing TPA. The consultant will work closely with the MES, General Authority for Education (GAE), the local education and science departments, piloting schools and other stakeholders in implementing the assignment. The detailed objectives, scope of works, tasks and expected outputs are specified in the consulting service recruitment notice (CSRN) advertised through ADB’s Consultant Management System (CMS).
Required Qualifications, Skills and Expertise
The detailed requirement are specified in the CSRN. The key required qualifications include:
- A graduate degree in education, education administration or other relevant discipline;
- 10 years of experience working in education sector, especially in school or education institution;
- Experiences in conducting research, monitoring and evaluating teacher performance appraisal, organizing capacity building activities related to teacher development;
- Sufficient knowledge and experience in conducting the online training using Learning Management System;
- Strong analytical skills;
- Ability to work as an effective team member; and
- Excellent report writing skills in Mongolian and English.

- The following documents should be attached to the EOI:
- Cover letter (maximum two pages) explaining the reasons for applying for the position, describing how the candidate’s qualification, skills and work experiences meet the selection criteria;
- Curriculum vitae prepared in CV template for civil servants;
- A reference letter from the previous employer;
- Copies of all diplomas and certificates;
- Other supporting documents (such as information on previously conducted similar works, experiences and proof of skills and qualifications etc.).
- EOI must be submitted within the deadline of 21 March 2022.
- EOIs sent by email or hard copy will not be accepted.
Selection Procedure
