Scope of Work
The Ministry of Education and Science (MES) is implementing L3594-MON: Sustaining Access to and Quality of Education during Economic Difficulties Project financed by the Asian Development Bank. By 2024, 2 schools and 4 kindergartens will be newly constructed, and 8 schools and 17 kindergartens will be expanded (with more than 4,200 seats created at the schools and 3,500 at the kindergartens) with improved insulation and heating systems; facilities for students with disabilities; disaster resilient features; and age- and gender-inclusive sanitation facilities for students. The construction supervision civil engineer will conduct construction supervision on designated construction/expansion sites to meet requirements of design drawings, technical specifications; construction codes, and standards; and contribute to timely completion of constructions within the contract completion deadlines. The MES and Project Implementation Unit might assign the construction supervision engineer to supervise any new site depending on the project requirement.
Required Qualifications, Skills and Expertise
The detailed requirement are specified in the CSRN. The key required qualifications include:
- A bachelor’s degree in civil/ construction engineering.
- Being a consulting engineer will be an advantage.
- Attending training in building energy-saving and concrete technology will be an advantage.
- Be proficient in written and speaking English.
- More than 5 years of work experience in construction supervision of similar projects. Similar project means school, kindergarten, cultural center, more than 3-story office or residential building.
- Experience working as a construction engineer in at least one project funded by ADB or similar international donor organization is desired.
- Should be capable to supervise structural, insulation, and finishing works and have knowledge in building energy-saving and concrete technology
- Be proficient in CAD or Revit technology and 3-dimensional conceptual skills.
- Be capable to solve technical related issues efficiently
- Have strong communication skills.
- Ability to work effectively with teams.

- Other supporting documents (such as information on previously conducted similar works, experiences and proof of skills and qualifications etc.).
