The Government of Mongolia (the Client) through its Ministry of Education and Science (MES) has received financing from World Bank (the Bank) toward the cost of the Education Quality Reform Project (EQRP).

The objective of the project is to improve the quality of education for primary school children in Mongolia, with particular emphasis on improving native language and mathematical skills, and strengthen school-level planning and increase support for child welfare transfers during the COVID-19 emergency. MES is seeking to hire a Local consultant in charge of project M&E.

The consultant will be responsible, specifically for:

  1. Provide M&E data collection, analysis, and reporting under the guidance of the Project Director (PD) and Chief Technical Advisor (CTA) of the EQRP in close collaboration with the M&E department of the MES; 
  2. Prepare progress reports and update the Results Framework;
  3. Provide oversight for M&E data reported by the Education and Science Departments and other stakeholders/beneficiaries (e.g., school grant recipients and Parent Teacher Associations) in close coordination with M&E department and the new Education Quality Assessment Division within the Education Policy and Planning Department of MES;
  4. Support the project implementation unit in creating and updating the project’s Facebook page in coordination with the MES’s personnel in charge of Public Relations and Communications; 
  5. Serve as the focal point for the project’s Grievance Redress Mechanism, and monitor and report the status of grievances filed;
  6. Receive and review the operational reports developed by the schools on the implementation of the Cycle V School Grants, on the activities conducted at the 21 resource rooms supporting inclusive education, and on the activities supporting teachers for the implementation of EGRA and EGMA;     
  7. Assist the consultant commissioned to prepare the project completion report by gathering and compiling all the key project documents and M&E data (which would involve tracking all M&E data to date—including the data employed for verifying the achievements of Disbursement Linked Indicators until their withdrawal in the project restructuring in 2020—required for the assessment of the project outcomes and preparation of the project completion report); and
  8. Provide monitoring and oversight for the consulting firm conducting the end-line impact evaluation of Early Grade Reading Assessment, Early Grade Math Assessment, and Time-on-Task, as well as to the third-party monitoring consultant for Cycle V School Grant, to ensure the timely completion of the evaluations and generation of end results. 

CONSULTANT’S QUALIFICATIONS/SELECTION CRITERIA

The applicant must demonstrate the following qualifications and experiences:

  1. Possess at least a Bachelor’s Degree in Public Policy, Social Sciences or related discipline;
  2. Work experience of at least five (5) years in data analysis and research;
  3. Previous experience of at least three (3) years in conducting monitoring and evaluation of donor funded programs/projects; and
  4. Excellent verbal and written communication in English is a must.

CONTRACT DURATION AND CONDITIONS:

The assignment is expected to start on June 15, 2022 and conclude by December 31, 2022. The contract shall be signed with the MES.

The consultant will be selected in accordance with the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, October 2006.
