Scope of Work
The Ministry of Education and Science (MES) is implementing the L3594-MON: Sustaining Access to and Quality of Education during Economic Difficulties Project financed by the Asian Development Bank. By 2024, two schools and four kindergartens will be newly constructed. In addition, eight schools and 17 kindergartens will be expanded (with more than 4,200 seats created at the schools and 3,500 at the kindergartens) with improved insulation and heating systems; facilities for students with disabilities; disaster resilient features; and age- and gender-inclusive sanitation facilities for students. The construction supervision civil engineer will conduct construction supervision on designated construction/expansion sites to meet requirements of design drawings, technical specifications, construction codes, and standards; and contribute to the timely completion of constructions within the contract completion deadlines. Depending on the project requirement, the MES and Project Implementation Unit might assign the construction supervision engineer to supervise any new site. Minimum Qualification Requirements
The detailed requirement are specified in the CSRN. The key required qualifications include:
- At least a bachelor’s degree in civil/ construction engineering.
- Must be a professional engineer in civil engineering.
- Certificate training in building energy-saving and concrete technology will be an advantage.
- Be proficient in written and speaking English.
- At least eight (8) years of work experience, of which five (5) years in construction supervision of school, kindergarten, cultural center, and office more than a 3-story or residential building.
- Must have experience in supervising structural, insulation, and finishing works.
- Proficient in CAD or Revit technology and 3-dimensional conceptual skills.
- Be capable of solving technical-related issues efficiently and have skills to report. /Provide an example from your previous experience./
- Must have excellent interpersonal and communication skills.
- Demonstrate an ability to work effectively with teams.

- Cover letter (maximum two pages) explaining the reasons for applying for the position, describing how the candidate’s qualifications, skills, and work experiences meet the selection criteria.
- Curriculum vitae following civil servant application form.
- A reference letter from a previous employer.
- Copies of all university diplomas and professional certificates.
- Other supporting documents such as proof of English language proficiency, trainings’ certificates, etc.
- EOI must be submitted within the deadline of 17 August 2022.
- EOIs sent by email or hard copy will not be accepted.
Selection Procedure
