The Government of Mongolia (the Client) through its Ministry of Education and Science (MES) has received financing from World Bank (the Bank) toward the cost of the Education Quality Reform Project (EQRP).
The objective of the project is to improve the quality of education for primary school children in Mongolia, with particular emphasis on improving native language and mathematical skills, and strengthen school-level planning and increase support for child welfare transfers during the COVID-19 emergency. MES is seeking to hire a project Monitoring and Evaluation (M&E) expert as a short-term consultant.
The consultant will be responsible, specifically for:
a) Providing the overall M&E oversight of the project working in close linkage with the M&E department of MES and other relevant bodies;
b) Analyzing the data using coding in STATA or any other statistical package, for example analyzing the EGRA and EGMA baseline, mid-line and end-line data;
c) Updating the Results Framework of the project and tracking over them;
d) Producing and submitting regular project progress reports to the relevant bodies;
e) Coordinating data for completion reporting;
f) Visiting/ traveling to the schools to monitor and evaluate the project implementation and School Grant implementation together with the representatives of relevant bodies, when necessary;
g) Provide overall guidance on impact evaluation studies, and provide translation of documents; and
h) Interact with the local aimag/city/district ECDs and their focal points regarding project implementation and School Grant implementation.
CONSULTANT’S QUALIFICATIONS/SELECTION CRITERIA
The applicant must demonstrate the following qualifications:
a) Formal academic qualifications (a minimum of BA Degree) in statistics or other discipline related to data analysis and evaluation;
b) Work experience of at least 5-years in data analysis and research;
c) Basic knowledge of statistics or econometrics (Submit proof of certificate or consulting reports completed on a similar consultancy services);
d) Previous experience of at least one-year in conducting monitoring and evaluation of donor funded projects is preferred;
e) Knowledge of software for data analysis such as STATA (Submit proof of certificate or consulting reports completed on a similar consultancy service;
f) Ability to work effectively with teams;
g) Strong communication skills; and
h) Strong oral and written capabilities in English and Mongolian language (Submit proof of diploma or certificate, etc).
CONTRACT DURATION AND CONDITIONS:
This is a part-time position, 20 hours per week. This contract will cover an initial one-year period and is renewable for up to the expected period of implementation of the project, based on satisfactory performance. The consultant will be selected in accordance with the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, October 2006.
