Scope of Work
The Ministry of Education and Science (MES) is implementing the L3594-MON: Sustaining Access to and Quality of Education during Economic Difficulties Project financed by the Asian Development Bank. The project plans to equip digital classrooms for 47 schools to reduce the load of having three shifts through introducing distance and blended learning, strengthen teacher’s knowledge and skills to use the digital equipment effectively in both in-classroom and out-classroom, support school principals and training managers to develop school programs and plan.
The main objective of the consulting service is to support the school principals, training managers, and teachers who are at risk of having three shifts to conduct blended learning using e-classrooms effectively. Particularly, the support is needed for developing school programs, plans, instructional design, and e-contents; organizing blended learning; preparing a training module and recommendations for teachers to use e-classroom equipment; conducting monitoring and providing feedback to teachers, principals and training managers. The consultant will work closely with the General Authority for Education, Metropolitan Education Department, District Education Division, 47 school principals, training managers, teachers, and the working groups to support the schools and other stakeholders in implementing the assignment.
Minimum Qualification Requirements
The detailed requirement are specified in the CSRN. The key required qualifications include:
- A graduate degree in education, curriculum study, and online training.
- 10 years of general experience working at school and/or education institution.
- 5 years of assignment-specific experience working as an educator, developer, and trainer in the field of teacher professional development, online and distance education, and school management;

- Cover letter (maximum two pages) explaining the reasons for applying for the position, describing how the candidate’s qualifications, skills, and work experiences meet the selection criteria.
- Curriculum vitae prepared in CV for civil servant.
- A reference letter from the previous employer;
- Copies of all diplomas and certificates;
- Other supporting documents (such as information on previously conducted similar works, experiences proof of skills and qualifications, etc.).
The shortlisted candidates must bring their original diplomas and certificates to the interviews.
Selection Procedure
Only the shortlisted candidates will be contacted and asked to have an interview with the Ministry of Education and Science’s Consultant Selection Committee.
