HEATING AND VENTILATION ENGINEER

A.    Objective and Purpose of the Assignment
The L3594-MON: Sustaining Access to and Quality of Education during Economic Difficulties Project supports the construction and expansion of 30 schools and kindergartens in Ulaanbaatar and aimag centers (Altai, Darkhan, Sumber, and Murun) to increase the number of seats available and reduce the number of three-shift schools and class sizes. Currently, two (2) schools and two (2) kindergartens were constructed; four (4) schools and ten (10) kindergartens were expanded with new buildings; one (1) school and two (2) kindergarten expansions are being constructed; and nine (9) schools and kindergartens are planned to be constructed and expanded. It is expected that more than 4,360 seats created in the schools and 2,995 beds in the kindergartens by the project end and the new buildings will have improved insulation and heating systems; facilities for students with disabilities; and disaster resilient features; and age- and gender-inclusive sanitation facilities for students.  Inclusive (age, gender, and special needs), energy efficient (improved insulation and heating systems), and disaster-resilient features will be built into new and expanded schools and kindergartens, using innovative designs introduced by the government and other development partners. All the required furniture and equipment for their operations will be provided to all the schools and kindergartens. To improve the quality of school and kindergarten buildings, detailed specifications will be prepared, and adequately trained engineers will supervise daily construction work. 
Scope of Work
The scope of the assignment is to supervise civil work ensuring energy efficiency and high quality that meet the requirements of Building Law, building codes and standards, design drawings, and technical specifications. HVAC engineer will oversee and manage the installation, repairing, and maintaining heating, ventilation, and air conditioning systems at the construction under all ongoing civil works contracts under the project. Based on the work performance, the engagement period might be extended.
Detailed tasks and expected outputs
The specific tasks and expected outputs will include, but are not limited to the following: 
(i)    Develop detailed construction HVAC and plumbing supervision plan.
(ii)    Check all drawings and contract documents to ensure that any mistakes or ambiguities are rectified before the work commences.
(iii)Inspect all works to ensure conformity with the approved design requirements and solutions and compliance with the drawings, technical specifications, and other documents comprising the contract; and identify any deviations from the original design and building codes and standards;
(iv)Obtain and extend utility connection permits as needed;
(v)    Approve materials, equipment, and workmanship to ensure that the contract is executed in accordance with the requirements of the contract and sign them as a confirmation;
(vi)Review, approve, and monitor the contractor's work program and the sources of materials;
(vii)Inspect and test materials and works done by the contractor to ensure compliance with the contract specifications, and/or instruct the contractor to remove and substitute the improper materials and/or works as required to meet contract specifications;
(viii)Supervise the contractor in all matters concerning safety and care of the works and workers (including the erection of temporary signs at road works) and, if required, to instruct the contractor to provide any necessary lights, guards, fencing, and watchmen in accordance with the requirements of the contract;
(ix)Ensure implementation of requirements from inspection organizations, such as the Specialized Inspection Department and Emergency Management Department of Ulaanbaatar/aimag, etc;
(x)    Supervise the works on the designated construction site on daily basis while the contractor is working, monitor and check the day-to-day quality control and quantity measurements of the works carried out under the contract;
(xi)Check all quantity measurements and calculations required for payment purposes and ensure that all measurements and calculations are carried out in a manner and at the frequencies as required by the contract;
(xii)Check and countersign the milestone payment certificates after having established that the quality of the works is satisfactory and the quantities are correct; and prepare for signing by relevant parties;
(xiii)Interpret and apply the requirements of the contract and advise the PIU on all matters relating to claims from the contractors with respect to claims for time extensions or extra payments and making recommendations thereon, including the possible recourses;
(xiv)At no cost to the MOE, PIU, update the original designs or propose new solutions as necessary, to reflect changed conditions in the field in consultation with designers;
(xv)Prepare detailed recommendations for contract variations for the review and approval by the PIU, MOE and ADB;
(xvi)Explain and/or recommend the MOE, PIU to resolve (adjust) ambiguities, discrepancies or disputes arising from the contracts;
(xvii)    Consult with the PIU engineer to ensure that technical support is received on a timely basis;
(xviii)    Maintain a day-by-day contract diary which shall record all events (including environmental and social) pertaining to the administration of the contract, request forms, and orders given to the contractors, and any other information which may later be of assistance in resolving queries which may arise concerning execution of the works;
(xix)Prepare all documentation for taking over and serve as secretary of the state commissioning; and assist the Employer with regards to the execution of the taking over of the contract, in particular, the preparation of lists of deficiencies which need to be corrected; and
(xx)Create and keep separate records for each construction/expansion work including building-energy passports; enter construction related information to database of relevant agencies; and submit construction documentation to the state archive as required;
(xxi)Coordinate civil works and provide accurate information on civil work progress to MOE and PIU Civil Engineer, and other tasks given by PIU civil engineer;
(xxii)Monitor and inspect HVAC installations and repairs to ensure compliance with safety standards, building codes, and regulations;
(xxiii)Conduct regular inspections of HVAC systems to identify potential problems and recommend preventive maintenance measures;
(xxiv)The tasks mostly related to construction supervision tasks, therefore please add the “HVAC” in the detailed tasks where it is applicable.
Required Qualifications, Skills and Expertise
The applicant must possess and demonstrate the following qualifications:
General qualifications (20%): 
•    Must have a bachelor’s degree or higher degree in HVAC engineering
•    Consulting engineer will be an advantage and
•    Holding a building energy-saving certificate will be an advantage.
Project related experiences (70%)
•    More than 3 years of experience in construction supervision of similar projects such as schools, kindergartens, cultural centers, more than 3 floor office or residential buildings. 
•    Should be capable of supervising in HVAC and plumbing works and have knowledge in HVAC, plumbing and energy and water conservation; and 
•    Capable to efficiently solve technical problems. 
Experience with International organization-funded projects (10%):
•    Experience working for more than 1 year as HVAC engineer in a project funded by International Financing Institutes (IFI) will be an advantage.
•    Strong communication skills.
•    Strong team working skills; and
•    Report writing and speaking skills in Mongolian and English.
