INVITATION TO BID

The Ministry of Education through the Integrated Project Implementation Unit (IPIU) invites sealed Bids from eligible and qualified Bidders for the Procurement of Science and Engineering Equipment for the Mongolian University of Science and Technology (MUST), National University of Mongolia (NUM), and Mongolian University of Life Sciences (MULS). The Bidding consists of 5 packages.

Bidders are required to submit offers for all items in a package; failure to do so will render a bid non-responsive. Bids will be evaluated on a package basis; one contract per package will be awarded. Domestic preferences are not permitted.

The International Competitive Bidding will be conducted through procedures per the applicable Guidelines for Procurement under Japanese ODA Loans, and is open to all Bidders from eligible source countries, as defined in the Loan Agreement. The bidding procedures are based on the use of the Single Stage - Two Envelopes method and the bidders should submit the bidding documents with one (1) original and two (2) copies in 2 separate envelopes for a package, accompanied with their electronic digital data at the same time. The technical bid containing the technical specifications, and the financial bid containing price information shall be submitted in separate envelopes. The bid shall be delivered to the IPIU no later than 22 May 2026, 11:00 AM Ulaanbaatar time, and must be accompanied by the following bid securities.

The bid shall be opened on the same day at 11:30 AM hours Ulaanbaatar time at the Ministry of Education office. Bidders or their authorized representatives may attend the bid opening. Bids received after the stipulated date and time will not be accepted under any circumstances.

A complete set of Bidding Documents may be purchased by interested Bidders on the submission of a written application to the address below between the hours of 9:00 am to 12:00 noon or from 13:30 to 17:00 hours on the days from 03 April 2026 and upon payment of a non-refundable fee One Hundred Thousand Tugriks (MNT100,000). The method of payment must be in the form of a bank transfer.

Key qualifications for bidders are:

1. No record of non-performing contracts since the 1^st of January, 2023.
2. No litigation history against the bidder since the 1^st of January, 2023.
3. Financial reports of the last 3 years (2023, 2024, and 2025) with positive net worth.
4. The minimum average annual turnover and financial resources are required to be at least USD81,000 for Package-1; USD103,000 for Package-2; USD38,000 for Package-3; USD101,000 for Package-4; and USD52,000 for Package-5;
5. General experience as a supplier for at least 3 years starting the 1^st of January, 2023.
6. Specific experience in similar scientific equipment since the 1^st of January, 2023.
