Background:
The Government of Mongolia is implementing Loan 3594/4438‑MON: Sustaining Access to Quality Education During Economic Difficulties Project and along with Additional Financing Project to reduce the enrollment capacity gap in schools and kindergartens, alongside Grant 9256‑MON: Support for Innovation and Collaboration in Science and Technology Education in Secondary Schools Project, which establishes physical and virtual laboratories to support digitally enhanced learning experiences.
The project Executing Agency (EA) is the Ministry of Education (MOE), and the Implementing Agencies (IAs) are the MOE, and the General Authority for Education.
The projects are classified as Category C for Indigenous Peoples (IP) and B for Involuntary Resettlement (IR) in accordance with the requirements of the Asian Development Bank (ADB) Safeguard Policy Statement (SPS, 2009). For environmental safeguards, 3594/4438 MON: Sustaining Access to Quality Education During Economic Difficulties Project is classified as Category B, while the remaining two projects are classified as Category C.
To support the effective implementation of environmental and social safeguards requirements, the MOE intends to recruit one Environmental and Social Safeguard Specialist within the Integrated Project Implementation Unit (IPIU) based in Ulaanbaatar.
Objective of the Assignment:
The Environmental and Social Safeguards Specialist will be responsible for ensuring full compliance with ADB’s SPS 2009 and environmental and social legislations of Mongolia. The primary focus of this role is the practical implementation, monitoring, reporting, and coordination of environmental and social safeguard activities, including land acquisition and resettlement activities, in accordance with the EA/IA requirements and applicable ADB Safeguard policies. The Specialist will also conduct regular inspections of waste management, water management, and related project activities, taking corrective actions to address any identified non-compliance. In addition, the Specialist will prepare semi-annual environmental and social safeguard monitoring report and provide inputs to the project quarterly progress reports in line with ADB and EA/IA requirements.
Roles and Responsibilities:
Environmental safeguards implementaiton and monitoring
- EMP implementation & Oversight: Supervise the implementation of the project’s Environmental Management Plan (EMP) and contractor EMP (C-EMPs) across all active school and kindergarten construction/rehabilitation sites.
- Contractor Compliance Monitoring: Conduct regular, documented site inspections to verify contractor compliance with project IEE/EMP and C-EMP requirements, including occupational health and safety (OHS), waste management (hazardous and non-hazardous), dust and noise control, water management and community health and safety.
- Corrective action: Identify environmental non-compliance issues on-site (if any), issue formal notice or corrective action requests to contractors, and track closure of these actions within agreed timeframes
- Report preparation: Prepare high-quality Semi-annual Environmental Monitoring Reports (EMRs) for submission to ADB approval and disclosure, and draft environmental safeguards sections of the Project’s Quarterly Progress Reports (QPRs).
- Unanticipated impacts: Immediately assess and report any unanticipated environmental incidents or contractors OHS incidents to the IPIU Coordinator and ADB.
Social safeguards & Grievance redress
- Monitor project activities to ensure that Indigenous Peoples impacts are triggered during implementation.
- Conduct daily basis monitoring of land acquisition and resettlement implementation activities in accordance with approved safeguard documents and the ADB SPS (2009).
- Work closely with the Land Acquisition Division of the Capital City Land Management Department and other relevant agencies on land acquisition and resettlement implementation, consultation, compensation, and grievance redress activities.
- Conduct site visits and consultations with affected households and relevant stakeholders during project implementation.
- Monitor compensation payments, livelihood restoration measures, information disclosure, and grievance redress activities related to land acquisition and resettlement implementation.
- Prepare semi-annual social safeguard monitoring reports and quarterly project progress reports in accordance with ADB and EA/IA requirements.
- Prepare/Support/Update the safeguard documents, including Due Diligence Reports (DDRs), Land Acquisition and Resettlement Plans (LARPs), Corrective Action Plans (CAPs), as required.
- Immediately inform and report to the IPIU and ADB of any unanticipated safeguard impacts/incompliance situation in accordance with ADB SPS (2009).
- Ensure contractors comply with project safeguard requirements and contractual obligations.
- Support implementation and operation of the project Grievance Redress Mechanism (GRM).
- Ensure information on the GRM and ADB Accountability Mechanism is disseminated to project stakeholders.
- Coordinate with IA/EA, IPIU, contractors, and affected communities on safeguard-related matters, if any
- Compile documentation related to grievances, consultations, and safeguard related activities.
- Facilitate public consultations and information disclosure regarding project risks and impacts, construction schedules, and environmental/social mitigation measures with local school boards, parents, and surrounding communities.
- Monitoring and reporting on the implementation of the Climate Change Action plan;
Qualification Requirements:
Experience and Education:
- A bachelor’s degree or higher in environmental sciences, environmental engineering, natural resource management, land management, social sciences, occupational health and safety or other related fields.
- At least 3 years of direct professional experience in environmental and/or social safeguards, environmental management, land management, land acquisition and resettlement, community engagement, construction supervision or related field.
- Demonstrated experience working on projects financed by International Financial Institutions (IFIs), including ADB, World Bank, or other development partners will be considered an advantage.
- Experience in monitoring construction-related environmental, occupational health, and safety issues is desirable.
Skills and Competencies:
- High proficiency in written and spoken English, with a demonstrated ability to drafttechnical compliance report in English.
- Strong capability to analyse environmental data, identify field-level non-compliance.
- Excellent interpersonal skills to effectively communicate with diverse stakeholders, ranging from government and ADB specialists to construction contractors and local community members.
