CIVIL ENGINEER

Background:
The Government of Mongolia is implementing Loan 3594/4438‑MON: Sustaining Access to Quality Education During Economic Difficulties Project and along with Additional Financing Project to reduce the enrollment capacity gap in schools and kindergartens, alongside Grant 9256‑MON: Support for Innovation and Collaboration in Science and Technology Education in Secondary Schools Project which establishes physical and virtual laboratories to support digitally enhanced learning experiences.

The project executing agency (EA) is the Ministry of Education (MOE), and the implementing agencies (IAs) are the MOE, the General Authority for Education and Department of Education Policy Planning (DEPP) of MOE.

To support the effective implementation of the construction and expansion of target schools/kindergartens; and establishment of science and technology laboratories at schools, the MOE intends to recruit a full time CIVIL ENGINEER within the Integrated Project Implementation Unit (IPIU) based in Ulaanbaatar.

Objective of the Assignment:

The Civil Engineer will responsible for ensuring technical supervision of construction/expansions of schools/kindergartens and establishment of science and technology laboratories at target schools, development and verification of the design drawings, cost estimates, feasibility study, building norms and standards, and overseeing contracts for civil work, engineering firms, construction supervision. The engineer will work under supervision of and will report directly to the Integrated Project Coordinator.

Roles and Responsibilities:

  • Review and finalize the terms of reference for engineering firms which will prepare building and engineering designs, drawings, and specifications for school and kindergarten construction and expansion, and refurbishment of the dry and wet science laboratories at target schools; assist the Procurement Specialist and consultant selection committees to review and evaluate expressions of interest, technical and financial proposals of engineering firms; assist the Procurement Specialist, MOE, and GAE in contract negotiations with engineering firms;
  • Review building and engineering designs, drawings, and specifications for school and kindergarten construction and expansion, and refurbishment of the science laboratories at target schools, technical specifications of school and kindergarten furniture and equipment, and civil works supervision plans, and provide timely guidance for the Engineering Firms to review and finalize designs, drawings and specifications, and plans, and to supervise school and kindergarten construction and expansion, and refurbishment of the science laboratories at target schools;
  • Collaborate with Procurement Specialist in preparing bidding documents for civil works, furniture and equipment; assist the Procurement Specialist and Bid Evaluation committees to review and evaluate qualifications of bidders and bids; assist the Procurement Specialist, MOE and GAE in contract negotiations with civil works contractors;
  • Review and finalize the terms of reference for construction supervision firm; assist the Procurement Specialist and consultant selection committee to review and evaluate expressions of interest, technical and financial proposals of construction supervision firms; assist the Procurement Specialist, MOE, and GAE in contract negotiations with construction supervision firm;
  • Together with the Engineering Firms and Construction Supervision firms, conduct visits to school and kindergarten construction and expansion sites, and science laboratories at target schools, and review physical progress against plans, and reports; review and payment requests; identify bottlenecks and problems that affect timely and quality school and kindergarten construction and expansion, and negotiate corrective actions and measures with civil works contractors throughout the warranty period;
  • Review construction supervision plans, cost estimates, and supervision reports of the Construction Supervision firm, and provide timely guidance for the Construction Supervision firm to conduct supervision, identify and report bottlenecks and problems in school and kindergarten construction and expansion;
  • Supervise the work, approve materials, equipment, and workmanship to ensure that the contract is executed in accordance with the requirements of the design;
  • Monitor and check quality control and quantity measurements of the works carried out under the contract;
  • Check all quantity measurements and calculations required for payment purposes and ensure that all measurements and calculations are carried out in a manner and at the frequencies/milestones as required by the contract;
  • Check and countersign the milestone payment certificates after establishing that the quality of the works is satisfactory and the quantities are correct;
  • Inspect all works to (a) ensure conformity of the implemented works to the approved design requirements and solutions and compliance with the drawings and other documents comprising the contract and (b) identify any deviations from the original design;
  • Clarify and approve all updates to the original designs or propose new solutions as necessary to reflect changed conditions in the field;
  • Assist in interpreting and applying the requirements of the contract and advising the IPIU on all matters relating to claims from the contractors with respect to claims for time extensions or extra payments and make recommendations thereon, including the possible recourses;
  • Verify the detailed recommendations for contract modifications for the review and approval by the IPIU;
  • Review materials and works done by the contractor to ensure compliance with the contract specifications, and/or instruct the contractor to remove and substitute the improper materials and/or work as required to meet contract specifications and drawings;
  • Verify compliance of materials and structures brought to the construction site during the day (name, quantity, quality certificate or laboratory testing results) with design requirements;
  • Check all working drawings and as-built drawings prepared by the contractor and approve when satisfied;
  • Participate in the execution of the Taking Over (Technical and State Commissioning) from the contractor of the Contract by verifying documentation;
  • Assist the Project Coordinator, Deputy coordinator in preparing annual action plans and budgets for the Projects concerning activities related to school and kindergarten construction and expansion, and refurbishment of the science laboratories at target schools;
  • Assist the M&E Specialist in monitoring project activities related to school and kindergarten construction and expansion, and refurbishing the science laboratories at target schools, and preparing relevant sections of quarterly and annual progress reports; and
  • Monitoring and reporting  on the implementation of the Climate Change Action plan;
  • Perform any other duties assigned by Project Coordinator.

Qualification Requirements:

Experience and Education:

  • A bachelor’s degree or higher in civil engineering;
  • At least 3 years of demonstrated working experience in projects funded by International Financial Institutions (IFIs), through foreign loans and grants;
  • Must have professional experience in preparing technical documentation and conducting construction site supervision in the relevant field;

Skills and Competencies:

  • High proficiency in written and spoken English, with a demonstrated ability to draft technical compliance report in English;
  • Excellent interpersonal skills to effectively communicate with diverse stakeholders, ranging from government and ADB specialists to construction contractors and local community members;

Other Essential Qualifications:

  • Demonstrated ability to conduct thorough analysis;
  • Strong problem‑solving skills;
  • Proven leadership skills;
  • Ability to work effectively in a team environment.
