VACANCY ANNOUNCEMENT OF FINANCIAL SPECIALIST

(for Integrated Project Implementation Unit)

 

BACKROUND:

The proposed project aims to transform science and technology education (STE) in Mongolia by equipping secondary school students and teachers with future-ready skills and tools. It promotes leadership, critical thinking, problem-solving, and innovation through hands-on, project-based learning while advancing gender equality and social inclusion. The project integrates climate resilient and sustainable development education, introduces new prototype laboratories for STE, and expands access to emerging technologies such as artificial intelligence (AI) for education. The project will be implemented in selected schools across Ulaanbaatar and rural areas of Mongolia, benefitting around 35,000 students, teachers, and school managers, including students from ger (yurt or traditional tents) areas, herder families, low-income households, and those with disabilities.

The project is aligned with the following impact: Mongolian students with improved knowledge and skills for overcoming barriers, thrive in the digital era, and contribute to knowledge sharing, climate resilience, and inclusive development, aligned with national and sector strategies. The project outcome is secondary school students’ engagement, confidence, sense of gender equality, and foundational skills for scientific reasoning and digital learning improved. The project executing agency (EA) is the Ministry of Education (MOE), and the implementing agencies (IAs) are the MOE and Ulaanbaatar Metropolitan Education Department.

OBJECTIVE OF THE ASSIGNMENT:

The Financial Management Specialist will ensure effective, transparent, and accountable financial management of projects implemented under the Integrated Project Implementation Unit (IPIU), with a primary focus on the Support for Innovation and Collaboration in Science and Technology Education in Secondary Schools Project. The assignment will support efficient planning, budgeting, fund utilization, disbursement, accounting, and reporting of project resources, in full compliance with the requirements and procedures of the Asian Development Bank (ADB), the Government of Mongolia, and relevant development partners, including Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR) financing requirements.

The specialist will lead the preparation and consolidation of financial reports, ensuring compliance with ADB and JFPR reporting requirements, maintain sound financial systems and controls, and ensure timely processing of transactions and audits. The role will also contribute to strengthening financial coordination across project components, aligning financial management with procurement and implementation activities, and supporting decision-making through accurate and reliable financial information. Through effective collaboration with the Ministry of Education, Ministry of Finance, implementing agencies, and other stakeholders, the assignment will contribute to the efficient execution of project financing and achievement of overall project objectives.

ROLES AND RESPONSIBILITIES:

  1. ensure proper management and disbursement of project funds, maintaining sound accounting, budgeting, financial control, and audit procedures aligned with ADB and Government of Mongolia requirements;
  2. develop detailed accounting procedures and tools for effective financial management of the project;
  3. disburse service contract amounts in line with MOE regulations and project timelines;
  4. maintain project bank account(s) and accurate accounting records, and prepare consolidated financial statements in accordance with government regulations and international standards;
  5. use a tailored financial accounting software acceptable to ADB, supported by proper documentation and hardcopy records;
  6. prepare regular budgets, financial reports, and timely inputs for internal and external audits;
  7. ensure accurate and timely processing of financial transactions, including invoices, withdrawal applications, and payments;
  8. manage control and filing systems for all financial documentation to ensure safe storage and easy retrieval;
  9. support the executing and implementing agencies in financial management tasks and ensure compliance with project financial covenants; and
  10. regularly review financial risks and take prompt actions in response to audit findings or ADB recommendations.
  11. prepare accurate, transparent, and reliable financial reports.
  12. ensure proper execution and accounting of project financing and grant utilization.
  13. ensure alignment between all project-level financial, procurement, reporting, and implementation activities.
  14. provide operational financial support to project implementation, including reviewing and verifying financial reports and claims submitted by consulting firms and consultants, and supporting financial management of project-related activities such as domestic travel, workshops, and events, ensuring compliance with ADB, JFPR, and government requirements.
  15. support the IPIU Coordinator and Deputy Coordinator in organizing Project Steering Committee meetings and ensuring timely approval of annual plans and budgets.
  16. The Financial Specialist shall support all JFPR-financed grant projects implemented by the Ministry of Education and provide necessary information and materials to ensure effective coordination to be shared across these projects with the Implementing Agency (IA), Ministry of Finance (MoF), Ministry of Education (MoE), development partners, and stakeholders.
  17. to timely complete and report on tasks and assignments given by the Project Coordinator.

QUALIFICATION REQUIREMENTS:

  • Must have at least 7 years of experience in project accounting and financial management in externally funded projects, including at least 2 years in a managerial position;
  • A bachelor’s degree or higher in accounting, finance, public financial management, or a related field;
  • Demonstrated experience in financial management under ADB;
  • Other international development partner-financed projects are required;
  • Fluency in English. Fluency in Mongolian and good working proficiency in English are required;
  • Strong communication, analytical, and coordination skills are required.
