VACANCY ANNOUNCEMENT OF TEACHER TRAINING SPECIALIST
(Integrated Project Implementation Unit)
BACKROUND:
The proposed project aims to transform science and technology education (STE) in Mongolia by equipping secondary school students and teachers with future-ready skills and tools. It promotes leadership, critical thinking, problem-solving, and innovation through hands-on, project-based learning while advancing gender equality and social inclusion. The project integrates climate resilient and sustainable development education, introduces new prototype laboratories for STE, and expands access to emerging technologies such as artificial intelligence (AI) for education. The project will be implemented in selected schools across Ulaanbaatar and rural areas of Mongolia, benefitting around 35,000 students, teachers, and school managers, including students from ger (yurt or traditional tents) areas, herder families, low-income households, and those with disabilities.
The project is aligned with the following impact: Mongolian students with improved knowledge and skills for overcoming barriers, thrive in the digital era, and contribute to knowledge sharing, climate resilience, and inclusive development, aligned with national and sector strategies. The project outcome is secondary school students’ engagement, confidence, sense of gender equality, and foundational skills for scientific reasoning and digital learning improved.
The project executing agency (EA) is the Ministry of Education (MOE), and the implementing agencies (IAs) are the MOE and Ulaanbaatar Metropolitan Education.
OBJECTIVE OF THE ASSIGNMENT:
The Teacher Training Specialist will lead the teacher professional development workstream under the project, with the objective of strengthening teaching practices, pedagogical approaches, and school leadership capacities in line with the Ministry of Education’s curriculum reform and teacher capacity related priorities. The specialist will be responsible for planning, coordinating, and ensuring the quality of all training and capacity development activities, promoting inquiry-based, project-based, and laboratory-based learning; integration of climate and sustainable development education; and the effective use of digital and AI-enhanced teaching approaches.
The specialist will work closely with IPIU staff, consultants, relevant education authorities, technical experts, and participating schools to ensure coherent design, delivery, and follow-up of training programs. The assignment will support the development and dissemination of high-quality, disability inclusive, and gender-responsive teaching and learning materials, while fostering sustained engagement and ownership among teachers and school leaders. Through strong leadership, coordination, and technical input, the specialist will contribute to improved teacher effectiveness, strengthened school-level implementation, and enhanced student learning outcomes.
ROLES AND RESPONSIBILITIES:
- plan, coordinate, and implement all teacher professional development activities under the project, ensuring alignment with the approved workplan, DMF indicators, and curriculum reform priorities of MOE;
- provide technical guidance, supervision, and quality assurance for all teacher and school management training programs delivered by consulting firms and specialists, including (a) hands-on, lab-based, and project-based instructional methods; (b) integration of climate and environmental topics into science classes; (c) AI literacy as part of the IT curriculum; and (d) digital and AI-enhanced teaching approaches; and ensure that training content, methodology, materials, and delivery meet project standards, are aligned with MOE policies, and are consistent with gender-responsive and inclusive pedagogy;
- support training for school principals and management teams, in collaboration with the Leadership and Organizational Culture Specialist, on fostering an enabling and inclusive school environment for innovation, collaboration, and technology enhanced learning;
- coordinate and contribute in training-of-trainers programs, peer-learning sessions, coaching activities, classroom observations, and follow-up support for teachers in pilot and non-pilot schools;
- lead or contribute to the preparation, adaptation, and quality review of training modules, lesson guides, STE resources, AI literacy materials, and gender responsive and disability-inclusive teaching resources for dissemination through the MOE’s STE webpage;
- coordinate with aimag/city education departments and pilot schools, ensuring participation of science teachers, lab managers, and school leaders in science-related training, workshops, and follow-up support activities;
- provide training and support for teachers in the use of physical and virtual science laboratories, including experiment implementation, use of digital simulations, and integration of AI-based educational tools developed under the project;
- collect, maintain, and analyze training data, including pre- and post-assessments, attendance records, feedback surveys, gender- and disability-disaggregated participation, and other evidence required to monitor progress toward DMF indicators;
- prepare periodic progress reports summarizing training implementation, school-level coaching activities, achievements, challenges, and recommendations, and provide inputs for ADB review missions and PIU quarterly reports;
- support coordination with partner schools, including scheduling activities, ensuring participation of target teachers and principals, and resolving implementation issues with aimag/city education departments;
- work closely with the staff and consultants working on Leadership and Organizational Culture; the Science Education; Comprehensive Capacity Development Program for Secondary School Teachers and School Leaders, Use of AI in Science and IT Education, AI-Aided Science Education Tool, and Technical Advisor – Education Project Management and Disability- Inclusive Education Specialist working on teacher training; as well as the Social and Gender Specialist and the Monitoring and Evaluation Specialist to ensure coherent planning, high-quality implementation, and integrated delivery of all teacher capacity development activities across the project;
- the specialist will also contribute to the design and delivery of knowledge events, preparation of knowledge products and studies, and reporting requirements as relevant.
- ensure compliance with ADB branding guidelines and JFPR fund requirements across all project outputs, including materials, training resources, events, and outreach activities; and
- undertake any other tasks assigned by the IPIU coordinator and deputy coordinator/project manager for the JFPR project necessary for effective implementation of teacher training components and overall project objectives and shall support all JFPR-financed grant projects implemented by the Ministry of Education. The expert's inputs under this assignment are expected to be shared across these projects in accordance with implementation requirements and priorities agreed among the EA/IA and ADB.

QUALIFICATION REQUIREMENTS:
- A master’s degree on education, teaching
- The candidate should have at least 7 years of experience with Mongolian secondary schools, curriculum reform, and inclusive and gender-responsive pedagogy is highly desirable;
- Experience in hands-on, lab-based, and project-based science instruction; technology enhanced teaching; and/or AI literacy training is strongly recommended;
