Background:

The Government of Mongolia is implementing the Loan 3594/4438-MON: Sustaining Access to Quality Education during Economic Difficulties Project, financed by the Asian Development Bank (ADB). The project aims to minimize the negative effects of economic difficulties by (i) narrowing the gap in the enrollment capacity of schools and kindergartens in Ulaanbaatar and some aimag centers; (ii) supporting the completion of unfinished curriculum reform and associated assessment system reforms; (iii) ensuring the provision of teaching and learning materials (TLM) that accompany the updated curriculum; (iv) upgrading the skills and knowledge of teachers and managers for the updated curriculum and assessments; and (v) strengthening systems for planning and managing education services. The project executing agency (EA) is the Ministry of Education (MOE), and the implementing agencies (IAs) are the MOE, the Ulaanbaatar Metropolitan Education Department, and the General Authority for Education (GAE).

Objective of the Assignment:

The EA intends to recruit a qualified full-time driver for 9 person months, with possible extension. The driver will ensure vehicle safety, timely inspections, assist PIU staff with daily tasks, and provide messenger services. Reporting directly to the Project Coordinator, the driver will work under their supervision.

Roles:

  • Ensure the safe and comfortable transportation of PIU staff to their destinations.
  • Guarantee the safety of the project vehicle.
  • Park the PIU vehicle in a secure location or in the garage rented by the PIU.
  • Refuel the vehicle promptly.
  • Maintain and ensure timely technical inspections and services of the vehicle.
  • Carry out minor repairs to the vehicle when necessary.
  • Reconcile the monthly fuel use report with the financial specialist.
  • Travel to the countryside on duty and submit reports promptly.
  • Deliver official letters, reports, and parcels to MOE, GAE, ADB, and other organizations as required.
  • Deliver office administrative supplies, equipment/furniture, and packages as instructed by the PIU Office and Administrative Assistant, Finance Officer, and Project Coordinator.
  • Assist with other duties in the office as needed for the functioning of PIU.

Responsibilities:

  • The Driver shall properly use and maintain all technical equipment, tools, instruments, and other items provided under the project or procured within its scope, in accordance with the relevant instructions. The Driver shall be responsible for preserving their condition and appearance, ensuring that they do not deteriorate beyond normal wear and tear, and safeguarding their integrity.
  • If, during the performance of their duties, the Driver causes damage to the property of the EA or any third party due to their own wrongful or negligent actions, the driver shall be fully liable for such damage and shall compensate the loss in full.
  • Fulfill all roles and responsibilities as specified in the regulation on the utilization of government foreign loan funds, implementation, administration, financing, monitoring and evaluation of projects financed by these funds approved by Minister of Finance order No.4.  

Qualification Requirements:

General Qualification (20%)

  • Having a valid driving license of type B

Project Related Experience (70%)

  • Driver with over 6 years of experience.
  • Having experience over 6 years in off-road driving.

Experience with International Organization-funded projects (10%)

  • Driving experience for projects funded by international organizations would be an advantage.
  • Ability to work with a team environment, with excellent safe driving records.
  • Good communication skills.

  6. Reference letters from previous employers, including the last employer (English and Mongolian)
